Resolved Question: Is it illegal for an employer to clock out and employee before their work’s done?

My brother works for a restaurant franchise in Arkansas and his main manager will clock him out and expect him to stay and finish his work. This has been happening for about six months and the manager says he will add the time he worked over the following day, but he never sees it. My brother also had an injury happen late last year, one of the pipes broke and he got 2nd degree burns from hot steam on his ankle. He now has a huge scar there, and has received no money from the companies insurance, besides a check for $16 that is supposed to cover the medicine and hospital bills. He called a few months ago and they said that the company has yet to send them all the paperwork needed, and whenever he brings it up, the manager just say’s he’ll do it later, or he completely forgot. My brother is wanting to pursue a lawsuit, so I need some reliable sources so we can decide whether we have a decent case. If we do, we’d also like to bring up that the place is covered in roaches; my brother was been working there for four years and tells us there are roaches in the ceiling, in the ice machine, and other places. When they clean their microwaves, they take apart the panels and spray RAID inside the microwave, and still use it to cook peoples food. The microwave got fried, and they did not purchase a new one, just bought a spare part. One of the managers who was 32 also had sex with a 16 year old, and the company still lets him work there.
Please give any sources that could help.
How is it not illegal for a employer to clock you out without telling you, then not pay your for the time you worked after he clocked you out? Shouldn’t he just leave if the manager clocks him out, because he’s officially not working? Like I said, I need sources, like articles from the Department of Labor page or something.
